A story in the Washington Post today indicates that the Obama administration is considering forming a “Cyber Command.”
This is something that has been kicked around for a number of years. The current Vice Chairman of the Joint Chiefs of Staff, General Cartwright has been an advocate of moving all aspects of Cyber warfare to U.S. Strategic Command. It would appear that President Obama is exercising his statutory responsibilities found in 10 USC Section 161. While we may want to think that the Combatant Commands are relatively fixed in reality they change often. The most recent change was the creation of African Command. But the responsibilities of the various commands have changed over the years. Prior to 2005, Lebanon and Syria were in the European Command’s Area of Responsibility. The evolution of the Combatant Commands reflects the changing realities of our National Security. Given that the QDR is ongoing in the Pentagon there is a distinct possibility that further changes could result. Stay tuned, for those who like watching sausage made this will be interesting.
One question which I have, and clearly there is no answer at this time, how will this effect Information Operations as Cyber Warfare is one part of the overall INFO OPS domain? Any comments.
