This is not what you think. the rotor is actually turning normally. It is just an optical illusion due to the camera that is filming. A video consists of 30 frames per second. The blades at this particular video happened to rotate at a rate of 30 times a second, so it is just a matter of syncronisation, making the blades look this way .
