In a previous job I had some involvement with the Joint NonLethal Weapons Program, and was able to experience a table-top demonstration version of this device. It hurt like hell.

Interesting - some of the people barely reacted.

And yeah, since we use it on our own troops in training (like waterboarding), it's probably considered torture by Joe Biden.
