Well, the President says 6,000 Guard troops will be deployed to the border. That’s probably 2 Brigades (-), plus a division headquarters element.
Questions left to be asked:
How long will the rotation be? one month? two? PCS?
Where will the troops come from? Border states, or the entire US?
Rules of Engagement?
What is the duration of the mission?
*Update: After seeing COL Hunt’s FOX News brief to Bill O’Reilly, here is my $0.02 on how the troop deployment will shake out. BLUF: A (motorized) Light Infantry heavy force with robust MI/MP/CA support. Here’s how *I* would organize our Border Task Force:

I saw an item yesterday, that I can’t remember where, that mentioned the people going are going to be ‘support’ for surveillance, road building, fence building and the like, and that they wanted to rotate people through based on annual training schedules.
More like, the States involved will provide HQ elements, and they will get engineer, MI and AV assets for tasks from other states. (Or their own if they have them).
I’m not expecting to see infantry patrolling the borders here.
The Mexican border is now the new place to do your annual two week drill. They will not be sent in large brigade/divisional units, but piecemeal to work on specific projects. I expect every Guard engineering unit to be the first to go because they will be building the road network needed for the Border Patrol to patrol.
Bush specifically said the Guard units will not be arresting illegals. Which to me is a complete waste of their time.
Shuffling the units through in 2 or even 3 week increments will mean a couple days on each end of the tour will be wasted with load in/load out duties.
The Guard units should be used as a quick reaction force to grab the illegals out in the desert and dump them back over the border, but that will never happen because the president does not really want to stop them. The politics of the day are just forcing him to take some steps right now.
Here is how I see this shaking out:
A Brigade command cell staffed effectively permanently by a select group. Commanded by a senior LTC or COL should suffice.
Guard units from around the country will rotate in and out on a 2-3 week deployment basis, including in and out of the command cell. Expect no more that 2000 soldiers (most probably less) deployed at any one time.
I see no need for a Division command cell unless they want a General officer in charge.
Being a guardsman, I was very intent on the force structure myself. There are articles on both Foxnews and my local radio that address this. It seems that guard units will be deployed on federal orders, but be under the C2 of the governor who has jurisdiction of that part of the border. In addition, sources say most forces will be on a 2-3 week border rotation and that mostly guard units from the south-west will participate. Basically, they will be swapping out their normal annual training (AT) for border duty. Based on that, you will likely see a constantly shifting set of companies and battalions moving in and out of duty status on the border, with the Adjutant General of Texas, New Mexico, Arizona, and California trying to juggle all these units while trying to get some productive use out of the short rotations. It will be interesting to see how well guard units under State C2 will do at supporting a federal mission. Then again, maybe I got bad intel on this. Anyway, this will be good for units like engineers that can do lots of improvement work while on station, but will be very difficult on manuever units (infantry, armor, etc) that will not get range time or any serious tactical training during their yearly training. Not that big a deal anyway, I mean the Guard is just for putting out forest fires and clearing away hurricane debris. Fat chance any Guard units will ever have to carry out a combat mission over-seas.
Even worse, once on the border, they probably won’t even be allowed to patrol. After all, who would actually want to see National Guard cavalry scouts actually patrol and screen the border, when they could be put to much better use stringing concertina and digging drainage ditches.
But hey, that’s the guard. If we weren’t total masochists about getting screwed, we wouldn’t serve. Take care – Joe

I think you should either go all in and completely militarize the border kind of like the Iron curtain, but since that isn’t going to happen, I think this is a good balance to ensure that it actually gets through the polarized political system. What I am wondering though…is what happens when Gaurd units come across one of the mexican military incursions…would the NG still have strict ROE?
Well, now that’s the $64 question isn’t it?
Since I’m not even sure the “Mexican Military” sighting are really the Mexican Military, (rather than drug smugglers dressed up as the same) I guess we’re going to find out.
Some of this also depends on how Mexico reacts.
This could get totally stupid. Or nothing could happen.

It is my understanding that the Guard will not be patrolling. But rather suplementing communications and control, as well as other “utilitarian” duties. Subject to working for the border patrol, command aspects will mostly be service and supply functions. Since the Border Patrol actually does the patrolling, ROE issues won’t have much impact on the Guard troops.

Expect that units will now schedule a primary and alternat AT. Higher ranks will end up attending both, while lower ranks will be split based on need and schedules. One AT will focus on border duties, while the other AT will focus on regular unit level training requirements. While on “border duty”, individual skill training and qualification tasks will probably be set up and people rotated through in small groups.
